It basically means "no blood splatter", but this is never explicitly stated. Stuff like what is actually MEANT by "minimal blood" appears to be relatively unspoken. There are vague descriptions of what each loose rating represents, along with details of what is meant by each subcategory. The fact that ESRB thinks that theres partial nudity in FF7 today is absurd in my opinion, but games didnt push the envelope yet, which God of War did. That said, there is a bit of an odd discrepancy in how anime on DVD/Blu Ray is rated vs videogames. Either it wasn't shown to them or they overlooked it. Yea, cases like that generally boil down to them not noticing the content last time. Likewise, a skeptic would claim E10+ was invented specifically to create a tier where some violence would be accepted and still have the letter E on the box. This is why I assume games like Halo are rated M when they’re so soft on the violence and themes that normally qualify an M rated game. If the ESRB would rate a game T, but the studio asks for an M for marketing reasons, they probably get it. Obviously the MPAA is not the ESRB, but I always assumed the ESRB would operate similarly in less-malicious cases. Big studios almost always get the ratings they want (people still talk about how blatantly bought The Dark Knight’s PG-13 is, and Cars 2 depicts murder and torture and is still rated G).
